In honor of Catholic Schools Week, celebrated Jan. 31-Feb. 6, here is a list of guidelines for Catholic schools that the first bishop of Toledo, Bishop Joseph Schrembs, published in 1919:
Rules and Regulations for Parish Schools
1. The object and aim of the Catholic Parish School is to impart a thorough Catholic education. Religion, therefore, holds the first place in every Catholic School.
Catechism and a Bible History, which treat of God, our Heavenly Father, and of our relations and duties towards Him, and tell us how to reach our Heavenly Home, should be the study dearest to the heart of every pupil.
2. Where it is at all possible, pupils should assist devoutly at the Daily Mass.
Any method of hearing Mass which clearly sets before the child the three principal parts of the Mass, and thus insures an intelligent appreciation of the Holy Sacrifice, may be followed.
The singing of suitable hymns is highly recommended.
3. All devotional exercises should be preceded by a moment’s recollection, teaching the children to place themselves in the presence of God.
Prayer is talking to God about our interests for time and eternity. When we pray, we pour out our hearts in love and gratitude to God and implore His help and His merciful forgiveness.
4. Pupils should always manifest a spirit of lively faith, reverence and devotion while at prayer. They should, therefore, cultivate becoming habits of correct behavior; kneeling, standing, folding of the hands, making the sign of the cross, genuflecting, etc.; all should be done in the spirit of faith.
5. God’s law and the Commandments of the Church require the devout attendance at Holy Mass on Sundays and Holy Days of Obligation.
Whenever there is a special Mass for children on Sundays, the pupils of the Parish School, in the interest of good order, are required to attend this Mass; where there is no such provision, children should be in their parents’ pew, or in such special places as may be reserved for them.
6. All children, even from their tenderest years, should receive the Sacraments very frequently, even daily where possible. In no case should the reception of the Sacrament of Penance be deferred beyond one month.
Good Conduct
7. Pupils should ever keep before their eyes the beautiful life of the Holy Christ Child, Jesus, and strive to imitate him in all things: “And Jesus grew in wisdom and age and grace with God and men.”—(St. Luke XI, 52).
8. Loud and boisterous conduct, quarreling, fighting, throwing of stones, and all forms of rudeness or rowdyism are unbecoming Catholic school children, and will not be tolerated.
9. Pupils should ever bear in mind that it is very wrong to deface the school furniture or anything in or about the school building, or to damage neighboring buildings or property.
10. Pupils should not loiter on the way to or from school, and should cultivate from the earliest age, habits of promptness and punctuality in a manner to reflect honor on their school.
11. Pupils may not leave the school grounds during school hours, or even during recess, without permission.
12. Purity, justice, truth and obedience are the characteristic virtues of childhood. Pupils should ever cultivate habits of purity in their conduct and speech, honesty in their dealings with others, straight-forward truthfulness at all times, and prompt obedience to parents, teachers, and all superiors, in imitation of the Holy Child Jesus.
Politeness
13. Everybody loves a polite child. Pupils should therefore cultivate the habit of politeness towards all persons with whom they come in contact.
Cleanliness
14. Children should always strive to be neat and clean in their person and dress, and keep their books and other effects in good order.
15. Waste paper should not be strewn about carelessly in the school room or the school building. The children of the Parish School should take a real pride in the orderliness and neatness of the school room and school grounds.
Punctuality and Good Order
16. Punctuality and good order are absolutely necessary for any kind of success in life. Pupils should therefore accustom themselves to habits of good order and punctuality, and strive to be always on time for school and church, or wherever duty may call them.
17. Pupils will be required to bring a written excuse from their parents in case of a notable absence from school.
Studies
18. Pupils should use their time in a conscientious manner, remembering that their future success in life will greatly depend on their diligent application to study and good conduct during their school years.
19. Pupils should avoid whispering and playfulness during school hours: they should pay close attention to the instructions of the teachers; study diligently and perform their allotted home tasks.
20. The Monthly Report Cards are to be signed by the parents or guardians, and then returned to the teacher. The foregoing rules must be conscientiously observed. Good children will try to keep them for the love of God rather than from fear of punishment.
